Help with mob farm

I built this farm:
(I've built this farm many times before and it works well - I did need to tweak for 1.13).

afk'd over night last night and got a grand total of 19 gunpowder :mad: which has definitely foiled my plans to go flying around the end today :(

Sooo - the question is, did I do something stupid or is this the inevitable result of the mob cap being divided amongst other afk'ers? I think there were a few on last night, although I have no idea what they were afk'ing for. I built the farm in a plains-ish area (y=63) - my afk platform is at y = 190 - I probably could do a better job at lighting up some of the hills nearby, but I wouldn't expect it to make enough of a difference to be worth the effort.

Thoughts?
 
I made this farm in the last world and it worked famously until Steve worked his magic fingers to lower the mob cap issue we had. After that it achieved the same results you guys are experiencing. I resulted to chasing down creepers in caves and looking for a new farm that is Server friendly. :(
